database error

hi

when i run my application it shows me as database error and this error occur when i give username and password in the sign on page and the error is as follows

Error occurred processing the "securityservice:authenticateUser" invocation in the "SignOn" action on the "SignOn" page.
DatabaseError: Cannot create PoolableConnectionFactory (Server connection failure during transaction. Due to underlying exception: 'java.net.ConnectException: Connection timed out: connect'. ** BEGIN NESTED EXCEPTION ** java.net.ConnectException MESSAGE: Connection timed out: connect STACKTRACE: java.net.ConnectException: Connection timed out: connect at java.net.PlainSocketImpl.socketConnect(Native Method)

 

kindly help me rectifying the error
